Estonia: Estonian EHR System Used By 47 % Of Citizens And 95 % Of Doctors

“For € 10 million, Estonia implemented a national electronic health record (EHR) in 2009 at a cost equivalent to € 7.50 per citizen. Speaking at eHealth Week 2011 on 11 May 2011 in his capacity as EHR project manager and CEO of the Estonian eHealth Foundation, Madis Tiik described the short path to a fully integrated EHR network currently used by 47 % of the country’s residents.

Rules and Access Rights of the Estonian Integrated e-Health System

There should be a clear understanding that when implementing an electronic health record system (EHR), one of the hardest problems we have to solve is the access rights. In Estonia this process lasted for three years and involved all stakeholders of the healthcare sector. Special ethical committee was established to advise the decision makers and doctors to help them understand the ethical dilemmas from the patient’s and society’s point of view.

Estonia takes steps to e-health

“The Estonian Government this week approved of the package of regulations which paves the way to the introduction of digital health records.
In a press release issued today Estonia’s Minister of Social Affairs Maret Maripuu said that the regulations adopted on Thursday will create preconditions for the gradual transition to e-health.”

First patient portal launched in Estonia

“A Tallinn hospital has become the first in Estonia to introduce an ePatient portal, allowing patients to view their medical records online.
The iPatsient (ePatient) portal, began its pilot phase in November 2007 at East Tallinn Central Hospital and is now fully online for all patients to log onto.
To date, nearly 1,000 people have used the portal, and if it proves successful it will be rolled across Estonia as part of its e-health strategy.”
